No sure if this is the right step or I mist one to up-date web store pricing

1  Item/ price list
2 price list management
3 create new list /save
4 items detail
5 select item
6 price list & change price on web price column & save
7 back to item/price list/ select website price list/process/search all categories/search
8 select all items
9 fields to be elaborated/items published on web/publish items on website/process selected
10 web/site manager/site update/full update.

but when you open the web store the price posted is not the web pricing but the store pricing.
also all the price display for the items include the tax (should it be the price with no tax)
I couldn't find any step on line to check it out.

Can different tax be assigned to different state by looking at the customer register address info at check out after customer sign in ( by a field in is registration info?)
